When a driver or other identified transportation professional tests positive for drugs or alcohol, the Department of Transportation (DOT) requires the employer to refer him/her to a Substance Abuse Professional (SAP).
- A SAP is an addiction professional that has expertise in assessment and diagnosis of substance related disorders. Additionally, a SAP has specialized training and certifications which allow him or her to meet DOT standards for assessment and diagnosis. Only a certified SAP can provide services under DOT regulations.
- The SAP does not provide direct treatment services. The role of the SAP is to act as a gatekeeper of services for the DOT. In serving this function, the SAP protects the public interest by providing assessment and diagnosis. Additionally, the SAP monitors the DOT Return to Duty Process.
- The SAP is impartial and does not represent the driver or the employer.
